no they can't but if you leave you hay somewhere that can get wet it will possibly get mouldy and then they can get sick! Also if you hay get too dusty it can get your horse quite sick.. but make sure you don't feed your horse on the dirt cause then they can get very sick!
You can take a sick horse to a equine vet or you can ring them up and they can come to you, its easy on google look up horse vets in your city and give them a ring and see if they can come and see your sick horse. :)
There are horse flies in Virginia, same as there are horse flies almost everywhere else in the world. There are specifically more horse flies in the east coast, especially in Florida. As for Virginia there's nothing special about the horse fly population there. Just the same old horse flies like everywhere.

fruit flies can most definitely make you sick. Think of it just like food poisoning, fruit flies defecate just like anything else. This waste is a toxin. You can't heat off a toxin. If they land on a pan or knife rack, they defecate on it. You then cut fruit or sandwich..

Horse flies don't like water because if they went in water it would kill them and horse flies prefer blood.
