Yes it can. Yes it can.
You have a duck?? That's pretty awesome but even a cardboard box would work. It needs some absorbent bedding such as ; straw or hay. Never use mouldy bedding as it can harm your ducklings =)
A straw is used for many things but mostly drinking. If you drink with a straw, it won't damage your teeth. Straw in the sense of dead hay, (similar) then it can be used as bedding, horse food, kindling, thatched houses etc.
It is not recommended for horses to eat straw bedding as it can cause blockages in their digestive system if consumed in large quantities. It is best to provide horses with appropriate and safe forage and feed to prevent any health issues.
Use it as their bedding, but there's nothing to stop them eating it if they want.
I would ntsuggest on straw bedding it is very hard to clean when a horse urinates on it. Then you have to take out all the hay and it is gross and time consuming. Use saw dust. It is much easier to deal with

Hay is dried grass used as animal feed or bedding, straw is the dry stalks of cereal plants used for animal bedding or mulch, and propane is a colorless gas used as a fuel for heating, cooking, and powering vehicles. They are all different in their composition, purpose, and usage.

You can find it in the same spot you find the boxes. It must be either bought from the shop (straw and bark bedding) or grown as crops (straw and flax bedding).
Any type of clean straw can be used. Many breeders use paper bedding with straw on the top to increase absorbtion. Personally, I use hay over paper.
No the goats would eat it.
Straw or hay
It does not matter. The straw will decompose into compost as well as the manure.
