Yes (once the puppy is old enough), and so can we. We and many animals don't normally do incest because there is a higher chance of expressing a bad recessive gene. It does not mean there absolutely will be a bad recessive gene or deformity but there is a higher chance. Animals don't think about recessive genes when mating, but the offspring has a higher chance of not reaching the reproductive stage and is therefore discouraged from an evolutionary stand point.

They can have all kinds of problems as well as deformity. Brothers and sisters should never breed. You can breed a father to a daughter and a mother to a son but not sister to brother. It is also bad to down breed to the second generation. You end up with smaller and sickly babies then.
