YES! You can find ANY type of dog in a dog pound or rescue. Some are even pure bred. Go to petfinder.com and you can search by breed in your area. They great thing about getting them from the pound or rescue is you are saving a life and they are already fixed and alot will even have all their shots. This will be done far cheaper than if you take the dog to the vet yourself. Plus if they are from a rescue they will most likely be trained for you too.
even smaller than 1-2 mm
It matters what dog pound you have.
This might sound funny but little dogs such as a Terrier will act more dominent then a big dog such as a Doberman, I for one have owned both at the same time and my Doberman let my Terrier push him around. My Terrier actually was very protective of his food and did not like to be touched and would growl if you had anything to do with anything you touching him or food. My Doberman will let you do anything to him and you can put your hand in his mouth and him just lays there like it's no big deal. I have heard of many cases like these and have seen them. So to answer your question little dogs are actually more vicious then bigger dogs, usually.
The duration of Dog Pound - film - is 1.52 hours.

There are no medications you can get from home that would be safe - Advil, Tylenol and aspirin are toxic to dogs and could kill your Doberman. You can talk to your veterinarian about prescription medications for mild pain, but for a 91 pound dog this may get expensive.
Question doesn't make sense. "Police dog" is a job description. "Doberman" is a breed. A police dog may well be a Doberman. Or an even bigger dog.
