Yes. Native Americans knew that if they were faced with starvation, they could eat their horse and then travel on foot. The situation would have to be dire, but it happened. They also knew how to catch a horse while they were on foot, as well. This means they could catch another horse later on if the opportunity presented itself. Certainly a horse would do nothing for a starving individual except provide sustenance. A ride is no good to you if you're passed out from lack of nutrition.
