As you probably know, this breed has a disturbing and perhaps undeserved reputation for aggression and difficult behavior. In fact, some cities have outlawed "Staffs," commonly referred to as pit bulls, completely. In the case of shelters, they may be unwilling to accept the perceived liability of housing, feeding and finding a home for these animals.

Not even cities like Detriot, New York, Phoenix, or Houston, whom all have animal police shows on animal planet, have the man power to go around and say, "You have this dog, and it is banned in this city, you have to get rid of the dog or move." Yes pit bulls are legal in Phoenix. They are a great breed of dog and will not be aggressive unless the owner has been mean to them and trained them to do that.
