Firstly remember that FISH HAVE SCALES!!!I don't think it would be a fish if it had fur or skin. Blow fish have scales, but also have many spikes across their body. These spikes are a form of defence, other fish are not so keen to eat something that would scratch on their throat and mouths!!! Hope this helps.
Any amphibian creature would be the obvious answer but I suppose most whales and marine mammals fall into this category as well. Sharks aren't scaly like other species of fish and so they'd qualify as well.
