Stealing is a human concept, not an animal concept. The raccoon simply considers it as foraging for food. It make no difference to them if it belongs to someone else. To them it is a food source and they will take it if they are hungry.

Apparently so.

We feed a stray cat on our outside deck and since we live in an isolated wooded area, I have observed a family of raccoons (a mom & 3 pups) who come around to finish off any leftover cat food. Over a period of a few months, two of his food bowls have completely disappeared! A search within about 100 yards in all directions was fruitless - the bowls are gone - period! Both were brightly colored metallic bowls. Two theories on this - is it possible that the raccoons thought that if they took the bowls back to their den it would continue to produce food or were they attracted by the bright colors.

A few days ago, I noticed that a small bonsai figurine has also completely vanished - now what did they want it for? - den decor? Go figure!

Why is there a black mask around raccoons' eyes?

Raccoons have marks around their eyes. It's just a natural thing to happen. If you have brown hair, that's just like saying "Why do you have brown hair?" Or "Why do you have eyes?" But robbers/burgalars have a mask around their eyes to imitate raccoons. Raccoons steal things out of people garbages. There's no REAL reason why raccoons have the marks around their eyes.
