Ol' Roy is private label store brand of Walmart's dog food, it's manufactured by Doane Pet Food, which is owned by Mars pet food division. It is headquartered in Brentwood, Tennessee, but I can't find any info on whether or not Ol' Roy dog food is made in the USA, or not since Doane Pet Food operates world wide. If this is a concern, contact Doane Pet Food directly. You can get their phone number by doing a google search. This dog food's inexpensive price has made it the best selling dog food in the USA. A quick read of it's ingredient panel though, will show you you get what you pay for. There are MUCH better dog food diets to be found! An inferior diet can cause health problems with many dogs. You would do your dog a great service by reading food labels, and learning a little bit of what to look for in a quality dog food.
You would go to the Pet store, possibly PetSmart and they have food for Rats.
Some rats and mice just like the taste or smell of it. :)
Kangaroo rats primarily eat seeds. They get these by foraging in the desert. Whenever they find a surplus, they store it for a time when there is no available food.
Rats will eat anything
Rats will eat almost anything! Also rats are omnivorous, like us humans, and therefore need a source of protein. Dog food, cat food, chicken, and the like are all things they enjoy eating for a source of protein, especially when they are young.

No. Guinea pig food does not contain the right balance of nutrients for (hairless) rats. Hairless rats eat the same diet as normal rats. A safe food would be "lab" blocks, which can be found in any pet store or Wal-Mart.
No. Dog food is generally not appropriate for rats. The exception would be a homemade diet called Suebee's Diet, in which a low protein dog food (such as Natural Balance Vegetarian dog food w/ 18% protein) is used.
