Yes, as long as you wash them carefully, don't drown them, and only use soap if really needed. They will be in pain if soap gets in their face. I use toothbrushes and warm, not hot or cold, water to bathe them so the won't get sick, unlike other dumb people who think tortoises can be dunked in cold water on a winter day.
