Posted answerI think a craft store would sell a kit that you could do.
Actually craft store kits are put together to create a "modern" dream catcher, not a spider web dream catcher.
For the spider web dream catcher is quite different and is considered "the original". Instead of looping the sinew around and locking each subsequent section in the center of the previous section and anchoring creating a 'diamond' you criss-cross several segments of sinew across the hoop slightly off center and anchoring each length at the hoop. Then starting at the center (easier) you spiral the sinew outward toward the hoop. Leave a small "hole" at the center of the dream catcher. OR you can spiral inward from the hoop. Make sure to have 8 "loops" of sinew in your web in deference to the (legs of) spider.
No, its made from a fibrous spider silk that the spider makes.
silk
Spiders secrete a combination of proteins that they use to weave their webs. Some of the proteins create the silk and another protein makes up the sticky substance that traps the prey in the web.
Simple: A dust web is made of particles of dust and dirt and other things such as leaves, just natural things. A spider web however, is made out of a special kind of silk that most spiders naturally produce and use to create/spin their webs.
No they are not

You can make a fake spider web by using yarn, dipping it into a water/corn starch mixture to stiffen the yarn, and 'unraveling' the yard to make that stringy look. Here are more complicated ideas: http://stubbs.hubpages.com/hub/How-To-Make-Halloween-Spider-Webs

No, spider webs are not conductive.
No. Tigers are no afraid of spider webs. It is doubtful that spider webs matter to them at all.
it depends on how think and many webs the spider made

no spider webs can not be different colors
Yes, spider webs can conduct electricity to some extent due to the silk proteins they are made of, which can carry a small electric charge.
