The trick is not to let the cat see you do it. It cannot be allowed to associate you with the noise/whatever but associate his act of going in the garden with the noise. Another idea would be to put chicken wire, tin foil, and/or pointy stones or something around the garden, or in it randomly, just under the dirt. They won't like walking on it.
