It depends on how they're raised and trained. Like any other dog, Chow Chows need to be socialized so they learn appropriate behavior with other dogs, people, and places. When properly trained, they behave just as well as any other dog. When not properly trained, they can behave just as badly as any other untrained dog.
To help a dog be well-socialized with other dogs, let them stay with their mom and litter until at least 8 weeks of age. They learn a lot about dog behavior from their mom in that time, so it's important not to cut it short. Then, encourage them to be around other dogs - at dog parks, at friends' houses, etc. so they continue to be around other dogs and continue to learn dog behavior from older dogs. Older dogs are more tolerant of mistakes in puppies and will gently correct them; when the same behavior comes from an adult, they won't accept it as well. That's why it's so important to start socializing a dog early.
Contrary to a popular myth, having a purple tounge does not indicate the dogs breed in any way. Purple, blue, and black spottings on the tounge/mouth (ans sometimes covering the whole toungue), are nothing more then large deposits of melanin, much like a freckle. It can be found in every breed of dog, albeit some are more suspectable such as labs and chows. The coloring does not effect the dogs health in any way.

There are breeds that have Blue or Black tongues. Chow Chow and Shar Pei are the dogs that genetically have blue/black tongues. There is a disease called Blue tongue disease which only affects hoofed animals and does not affect dogs. But if you are referring to the dog's tongue turning blue because lack of oxygen circulating through the body this is called Cyanosis.
