The cheap crappy ones in souvenir shops are preserved by soaking fully submerged in formaldehyde for approx 6 months, then marbles are placed in the eye sockets and allowed to dry. All meat is still present and can rot as well as draw bugs.
The slightly better ones are freeze dried in a $20,000 machine.

The best ones are done by a competent taxidermist. They are fully fleshed of all meat, and fat, and brains including the inside of the jaw bones and upper pallet, then tanned. After tanning the tongue and throat are rebuilt using casts of real ones.
Not any way to do one at home, I am afraid.
