Depending on where you live, you have to have a permit and the proper enclosure and proper care for them. In most city and suburban areas, they are illegal to own within the city limits.

The permits can cost between $1,500 to $2,500.

Wild animals even when tame at birth soon develop primal instincts and become more and more wild. That is how they are. You would need a huge enclosure with trees and climbing apparatus. Although keeping a Lion may be cute it is wrong to strip it of it's natural abilities or instincts. You would need to feed it fresh meat; huge amounts of it too. The enclosure would cost a fortune, as it would be wrong to limit the size in relation to your budget. The vet bills would be huge should it become ill as you would need a specialist who is trained in tropical animals.

Overall no matter how much you care for a lion or any wild animal it always retains its natural instincts and its wild primal side. Personally i believe the figure of 1500-2500 is an understatement. Many years ago tropical licenses weren't needed and lions were not as endangered. At the present the amount of lions is incredibly low and much like anything else the lower the amount and the higher the demand the more money it is.
