first you tell her how cool they are.If she seemes interested give her a hint that you want one like tell her that you fell in love with the one you want if she loses interest go to begging mode. If she isn't interested from the start go strait to beg mode if she won't get you one anyway she might get you one some other time. sorry
Bribery normally works well. Either through preforming chores without being asked, picking flowers to present to her, write a handwritten letter to her telling her how much you appreciate her and what she does (be sure to list specific instances) or if that fails get your dad thinking it was his awesome idea to have a fish.
Convince them that you are responsible enough to take care of one. If you all ready have a pet or two you should convince your parents that you are responsible enough to care for the pets you have and are still responsible enough for a Betta fish. Explain to them that bettas are low maintenance and easy to care for.
Convince them that it is for a learning experience!

?betta fish are easy to breed you just let them ... then 300 or 150 babies
maybe if you have a warm house. but if you plan on breeding Betta fish in under 70 degree water, let alone housing them, your betta fish will probably die.
