If you catch the dog eating the poop then you need to use negative reinforcement to keep the dog from diong it again. so if you do catch them just sey "NO" and bmabye flick their nose

if your dog is on a leash when it eats that yukky poop,pull your dog back and tell him "leave it" with a firm voice. if that doesn't work, get infront of your dog (don't step in the poop!) and snap your finger at your dogs mouth. Do not get your hand to close to your dogs mouth! Your dog might have a much more different response

One method would be to fence the yard in which you would like the dog to relieve himself. If the dog is not allowed the ability to leave the yard, he will not have the ability to defecate in your neighbor's lawn. If your zoning laws prohibit an actual fence, there is such a thing as a virtual dog fence. In essence it is a dog collar with a small device that causes the dog some mild discomfort when he passes a boundary. This will discourage a dog from leaving your yard. A third option is to install a dog-run wire. You attatch the dog's leash to a roller that rolls along a guide wire, which keeps the dog in your yard and out of your neighbor's.
This takes training, and time on your part. You have to go outside with your dog, and basically herd it t the back of the yard. Do no let it go to any part of the yard other than where you want it to go to the bathroom. When they do go to the bathroom in that part of the yard have a treat ready to give it and give it plenty of praise so they know that is what you want. Do this for at least 3 months, until they know that is what you want and they do it on their own without you having to be out in the yard with them.
