I don't really know the answer to your question, since I don't know where you live. But here is some advice: your mother is not just the person who tells you what to do or not. She is also a person you live with, and you have to get along with. So, if she doesn't want the kitten, you are just bringing in one more reason for the two of you to fight. How do the fights with your mother mostly end? I guess its like with all mothers - she gets her way and that's ok to be so.
She probably tells you 'a kitten is a lot of responsability'. It truly is, its not just words. If you hear your kitten cough, you can' just go to your friends party, you have to take it to the vet. If you are in a bad mood and don't want to leave your bed, it still has to eat. It can't just go to college with you or move to another part of the city to live in a skyscraper. And since your family is not supporting the idea of having a cat, you will be the 'only person' your cat has. You probably do have some relative who is very lonely, and for whom your mother/father is the 'only person' they have. Have you noticed how hard that burden can be?
If you look around the questions here, you will find many people asking things like: my kitten has a dilated pupil, should I be worried? My kitten is sneezing, should I be worried?
Well, of course they should! Wouldn't you go to the doctor or at least ask a pharmacist if you had one pupil bigger than the other? I have four cats and visit the vet at least once a month. Just like with human babies. So consider that also.
I'm not advising you against a kitten. I'm just asking you to rethink this decision.
Here is what you do. Buy the dog, or better yet adopt if from the humane society then tell your parents you found it on your walk home from school or at the park or that it just showed up at your house. Hopefully your parents will decide to let you keep it.

Your parents might talk privitley when you are not in the room. If you have been wanting a dog forever they could make a deal and say If you watch her dog for a week WELL!, you can get a dog.
