You have to beat the game 100 percent. You must complete all of the main story missions, along with all of the side missions. After you do that, you can find Reed's horse at Magruder's Mine.
Unless your looking to chage the positions of the horse (very differcult) ifs fairly easy. You can paint the horse or pastel it to make it a custom color and if you want to risk ruining the horse permanently you can heat them up with a heat gun and move the legs, head etc.

go to multiplayer, online, wager match, pick level (i would suggest ante up to start) then go to gun game
you get it in a care package rarely its called a death machine in game
