Turtles often hibernate when the weather starts to get cold i.e around October to February.
All they will do is sleep and lay at the bottom you should make sure that the temperature is a few degrees higher than normal.
If you dont want it to hibernate in the winter get a leopard tortoise because they dont.

Tortioses do move yes, but it isn't in a concious manner. Then often twitch as humans to in their sleep but no movement is actually being made by the toriose voluntarily. I believe that they like the warm weather and hibernate in the cold weather.
You shouldn't ! Part of their natural cycle is to hibernate during the winter months ! Why deprive a tortoise of it's natural behaviour ?

Hibernation is during the winter, estivation is just like hibernation but in the summer and migration is when the move to different locations. So Im pretty sure that turtles hibernate during the winter and some turtles estivate during the summer if it is too hot.
I wouldn't put it out there longer than a few seconds. Normally they'd hibernate in cold weather; putting it outside would eventually freeze your cold-blooded tort.
