to keep a cat outside they have to be a certain kind of cat. some cats are meant to stay indoors some are meant for the outdoors and some can go both. i have four Devon Rex cats their names are Angel Kelly Nelly and Oscar and they are cats that aren't supposed to shed much and they are supposed to stay inside.
Make sure the cat has access to a nice shelter. Such as a small insulated dog house, with lots of cozy blankets inside. Or feed the cat in the garage at night and keep him or her inside of the garage at nights then let back out during the day but still need a cozy shelter for the days. Just make or have someone else make a small well insulated dog house with a small opening to the side, lots of blankets inside and put that in a sheltered area. I personally would keep them inside of the garage on beds with blankets during really bad weather days. Put a kitty litter pan in there too.
