Cats are going to go wherever there is soft soil or mulch. Try putting moth balls in these areas, or your local hardware store may have products that can exclude cats. If you know the animals owner, ask them to provide a sandbox or something similar for the cat to use. They normally will always go back to that place to go.
Cats learn best through behavior modeling. Bring your cats to your neighbors yard, and demonstrate the behavior. It is imperative that you actually pee in the yard in order for the cats to understand what you are doing. Do this over and over, and reward the cats with treats when they pee in the yard.
put vinegar mixed with water into a squirty bottle and spray that round the bushes. this will encourage the cat to go elsewhere as they hate the smell!

It sounds like you have a cat collector next door. The cats are causing you a 'quality of life' problem for you and your property. If you have tried talking to your neighbor about this and they don't understand that their cats are causing you problems then it is time to call animal control and talk with a person there about your rights. There must be a local law about the number of cats a person can have on their property if they have neighbors nearby or live in the city. I agree you need to talk to your Local Police, Health Dept., and or Animal Control Unit.. Whomever it is in your Area who deals with Animal related issues......
No you shouldn't. Most hamsters tend to pee in the corners of their cage and keep the corner only for that but theres nothing wrong if it doesn't.

You should not use Clorox or any type of bleach to keep cats away. Clorox and bleach are poisonous and can kill the cats.

Simple: don't yell at your puppy. The fact that your puppy is peeing means you are overdoing it. Correct your dog firmly, but without yelling. Peeing is a sign of submission, and you are scaring your puppy.
