cats understand when given repetetive scolding. Give her a light slap on the butt and yell "no" and they tend to understand. the first few goes will get the little bugger off for good. Cats are curious though, but dont give him/her food or catnip etc. to keep him/her off. they might find it as a reward for getting up there and playing around.
Dont let the cat out on the balcony. Cats get curious and they WILL jump off that balcony unless they're a coward like my male cat. My female cat would surely jump off. And my male cat would only jump off by accident 'cause he's fat and his rear would be hanging out...
