Sometimes you don't know as the flea actually spends very little of its life cycle on the dog. Sometimes they just jump on and bite the animal, then off. Various ways you can tell is to rub the hair the opposite way it lies and look for flea poop, little black specks. Look around the base of the tail and on the belly. You can also use a special flea comb to comb through the hair. The best thing to do is to prevent flea infestations. Use a once a month flea preventative such as Frontline, Advantix, etc. to put on their skin. You need to keep the fleas off of your dog as they can cause skin problems, hot spots, tapeworm infestations, as the flea can carry the tapeworm eggs which then can be passed on to the dog when he bites at the flea and accidentally ingests the flea. Now your animal has tapeworms too. So keep the fleas off of your dog by just assuming he has fleas and use a preventative for fleas on your dog.
