You can't make a dog stop being scared. What you can do is help the dog learn to be more comfortable around things that are scary to her/him. You do this by desensitizing and counter conditioning the dog around the things (triggers) that bother it. You need to keep the dog below or near its threshold for its tolerance of its triggers. It's a slow process and in some cases a dog can never become totally comfortable around things that scare it.
