I believe that what you're referring to is called "tusks". These are actually molars that grow out the side of an elephant's mouth.
You can say "非常恐怖" (fēi cháng kǒng bù) in Chinese to mean "very scary."

Very in Chinese is 很. So if you wanted to say "He is very smart" you would say "他很聰明".
