It's very difficult if not impossible to sex tadpoles and very young frogs. The most reliable indicator of a frog's sex is that males call for mates but females do not. However this means that you often can't tell at all until the frogs reach sexual maturity.

Of course you can always dissect the tadpole and look at it under a microscope but if you want it for breeding it kind of defeats the purpose.
