Turtles are not particularly "ticklish." The most sensitive areas of skin are between their neck and front legs, or behind their back legs (in the shell). Many pet turtles also enjoy being stroked on the underside of their neck. My companion turtles have very ticklish feet. You should not tickle them because it generally makes them livid. If they are in a good mood beforehand, they will start dancing when tickled. Make sure to use plenty of hand sanitizer after tickling your turtles because they are known to harbor the salmonella bacteria.
The turtle weiner is actually in a very strange spot. If you tickle the bottom of your turtles mouth his jaw will relax and you can reach in and touch his weiner. Turtles need this done about once a month to make them feel like they are at home in the wild.
You could try to tickle a hog. Hogs do not have the same "tickling" sensation as humans and will probably try to bite or run away from you if you were to try to tickle them.
