The most common way to do this is by repeatedly pressing the H key, spamming the howl action. This quickly raises the blue bar and "trains" your pups.

A more traditional approach to training your pups is by picking one up when it strays away from the den, then placing it as close to the den mouth as possible. This will slowly fill the blue bar. This is the official way to train your pups, though the previously mentioned glitch is fairly well-known now and commonly abused to bypass this mission.
