"The splits" in a cow is not good - this is when the two back legs spread apart and the cow is laying on her belly with either leg laying almost straight out to either side. This can only occur in a cow if her pelvis is broken along the ventral (bottom) bone suture, and possibly requires one or both hips to be dislocated out of socket. This position strains (and sometimes breaks) the obturator nerves running along the inside of the legs, which can result in temporary or permanent paralysis of the medial leg muscles that allow the cow to stand.
Treatment is conservative and consists of nursing the cow until she tries to stand up - if she isn't up within a few days, in general the most humane thing to do is euthanize. A down cow tends to stay down after about 3 days due to the significant amount of pressure on the muscles, blood vessels and nerves.
On the farm you need to provide feed and water within reach of her head and, if you have the capacity, you can try using a hip wench to physicially lift her up and see if she can stand on her own.
