Get him to at least sit on the potty while going in his diapers. This will get him used to the idea of sitting on a potty and pushing. After a few weeks, if he is still terrified of going without his diaper on, then cut a large hole in the bottom of the diaper without him knowing. Then when he pushes, the results will surprise and please him, and he'll see how easy it is. This worked for us.
