It's cheaper in these areas than it is in the cities, and it's certainly fresher. It is easily available for anyone with a fishing rod or net. Consider places where fishing is a major resource, such as Asian coastal regions. These people must eat fish, because often it is all that is available to them. Many of these people eat much cheaper types of fish such as mullet, or whatever else is plentiful in their region, because it can be easily caught. These sorts of people have less access to meat such as beef and lamb, and whether or not fish is beneficial is of less interest to them than their opportunity to eat.
