A hand is a unit of measurement that is typically used with horses. A hand is equivalent to four inches. To measure the height of a horse, measure from the top of the withers (high point where the mane starts on the back) down to their legs.

You don't measure it at either point, to be technical. Horses are traditionally measured in units called hands, which measures literally how many hands tall a horse is.
