No there is not a such thing as a 16.6 hand horse. One hand is 4 inches and the measurements are as follows 16.0 , 16.1 , 16.2 , 16.3 ,17 and it continues on in that pattern. Some people will list a horse that is say 16.2 hands as 16.5 meaning it's sixteen in a half hands, but this is also incorrect. So a 16.6 hand horse could be anything from 16.2 to 17.3 hands. You can always ask someone for the horses height in inches and figure it out yourself.
