No there is not a such thing as a 16.6 hand horse. One hand is 4 inches and the measurements are as follows 16.0 , 16.1 , 16.2 , 16.3 ,17 and it continues on in that pattern. Some people will list a horse that is say 16.2 hands as 16.5 meaning it's sixteen in a half hands, but this is also incorrect. So a 16.6 hand horse could be anything from 16.2 to 17.3 hands. You can always ask someone for the horses height in inches and figure it out yourself.

There is no one way to answer this question. A zorse will depend on how tall the horse was. The mule would be the same, I would need to know how tall the horse part of the mule was. As for zebras and donkeys, they usually stand 12 to 14 HH.
