Not really. They are like people. If being tall is in it's genes, it will be tall. There are breeds that tend to be taller then others though. Draft horses tend to be very tall, and sturdy, with big hooves, and a wide barral. While Quarter Horses tend to be medium sized, around 15 hands. And a welsh pony(not a horse, but fits for this question) is going to be short.
