You will not be allowed to enter the tomb. Instead you must find a person in the town that will follow you. Then proceed to the tomb and offer them as a sacrifice (once you have gotten someone to follow you, you will be able to open the tomb). They will enter the tomb and you must immediately go to the lever approximately 5-10 feet left of the tomb. Pull it and out will come your new dog
