The baby is a lethal guinea pig, this means that it has either dalmation or roan parents. The baby is no where near to opening that eye. Take it to the vet and see what is wrong with it. If it is a lethal guinea pig, it most likely won't live for long

the eyes of a guinea pig should be open at birth, you may need to take him to the vet to have him checked if they are not open after a day or so
