Yes and no, while all sharks that I know of eat some kind of meat, they don't all eat the kind you'd expect. I have heard of a shark that eats only plankton much like whales.
No, the whale shark, the basking shark and the megamouth shark are filter feeders and feed on phytoplankton.

Technically no. A bala shark is just a small Freshwater Fish that somewhat resembles a shark.
