No, it's not okay for a rabbit to nibble on puppy pads.
Aside from food, rabbits should only eat plain paper/wood products: plain cardboard or newsprint, unbleached and with minimal colours, nothing glossy, no plastic coatings, no staples or tape; and some woods are good, like apple wood, willow wood, untreated (no varnish, paints, etc). Puppy pads tend to be bleached, mixed with cotton or other fibres that aren't good for rabbits to eat, coated in plastic on the bottom, etc -- this is why they aren't safe for rabbits. Puppy pads are "absorbent" -- anything more absorbent than newspaper is a sign that it's unhealthy for rabbits to eat (it will absorb their stomach fluids and clump in their digestive system).
Rabbits do love to nibble, so they must be kept away from anything unsafe to eat, and they should be provided with safe things to nibble on -- like lots and lots of hay (most important), and extras like an old Yellow Pages directory, the tubes inside paper towels, plain cardboard bankers boxes, apple wood twigs, etc.
When rabbits eat things that aren't safe, they suffer digestive problems that are very painful for them, and very expensive for you to treat. If left untreated, these problems usually lead to death. Many rabbit owners say "it was just dead one morning" as though that's the natural course of things. Maybe if the rabbit was 10 or older that is true, but any younger and no, of course it isn't "natural": the rabbit ate something unsafe and died, and it's death could easily have been prevented.
Rabbits shouldn't be kept around puppies. Puppies are playful and they're predators: it's highly likely they'll end up hurting (even killing) the rabbit. At the very least, they should never, ever be left alone together!

Sure, the puppy is playing with you. Don't allow it to jump on you and get aggressive though. It's better that the puppy chases you, instead of you having to chase the puppy.

If the rabbit fur was skinned already, you could call it a skin, pelt, fur. If it's still on a breathing, live rabbit, it's called a coat. It's OK to just call it rabbit fur.

If the child is older than 8 or 55 pounds, it is OK to use adult pads. If not, do not use adult pads as the shock will be too much.
