It is the safest thing you can do for your pet cat, and the kindest thing you can do for your community's bird community. However, unlike dogs, cats have never been FULLY domesticated, so I do understand why you'd ask. I would of course recommend having items inside the home to keep the cat happy and occupied, be it scratching posts, toys, etc., and also growing "cat grass" or catnip can be a fun treat. I also have seen lots of people that get harnesses for their cats and take them for walks. I am sure this is something that requires some time and patience, but the cats I have observed being walked REALLY seemed to enjoy it. If you do consider that, know that the cat will probably really like it and want to go out frequently, though.
