Whether it is good for a rat to be in the bathtub or not is determined by the purpose for which you're placing them there. Under normal conditions, there is no reason to place rats in the tub and it is a poor environment for them.
Rats need a comfortable, stimulating, and social environment to be healthy.
If you are wanting to place rats in the bathtub to clean them, that is also a bad idea. Rats are fully capable of cleaning themselves, and being bathed and manhandled is unnecessarily stressful for them.
If you're concerned that it may be harmful for a rat to bathe itself for some reason, carefully warm the water enough for it to no longer be cold and fill it to no higher than around 2cm. Don't keep the rats in the water long. If you have to use soap, use as little as possible. If you're not going to buy soap for it, try to at least use dawn.
If you are considering placing them in a dry bathtub while you clean their cage, it is ok as a momentary confinement. Be sure the tub is clean and virtually chemical free. Though a plastic tub or a dresser drawer would be preferable.
