No, most cats are crepuscular by nature - which is to say are most active during dawn and dusk, which goes toward explaining the 'crazies' domestic cats experience during those times. The short answer is that cats are not nocturnal.

Most wolves are nocturnal and hunt for food by night but although the domestic dog is directly descended from the wolf they are not nocturnal. This is because they have adapted to human habits and have no need to hunt for food.

Probably not, light sort of activates people's brains. Our eyesight sucks at night too. There might be variation in the human population though, maybe some individuals would eventually become nocturnal if there were selective pressures that favoured it.

Not to mention we need sunlight to make vitamin D, so that would require a few hours of exposure to daytime sunlight.

No, dogs are not nocturnal, though they don't sleep much, they are more active during the day, most dogs stay up at night to guard the house, they don't need as much sleep as humans do.
