Even assuming a surgeon would be able to create something looking like a wolf's ear, placing it connected to the human inner ear would make you look like a stubby eared version of Yoda. A tail is even worse. A tail needs bones, muscles, and nerves to control it. A human just don't have the parts to build something like that from. Even if by some amazing medical development it'd be possible to transplant a tail from a dog(which today isn't), there wouldn't be any nerves to hook it up to to make it wag. You'd have to take the nerves intended for some other muscles and use those instead, but then you'd lose the use of those muscles.
