well, yes...as far as I know. Unless the tv set were to FALL. It is not good to hang a fish tank over a tv set, though, 'cause when you're adding water, the water could drip on the tv and that'd be BAD.

Betta splendens (Siamese Fighters) usually find a quiet corner to hang out in. They are not active fish.

No, dry clay is not safe to put in a fish tank because clay is made up of chemicals and when you put that substance of chemicals into water the chemicals diffuse (spread) and that could harm the fish. But if you don't have any fish in the tank its OK to put hard clay in it.
There really isn't much that you can do. The babies will have to fend for themselves. If you have plants and such in the tank they may be able to hide, but a few will be found by hungry adult fish.
