My cat has tiny bumps on his skin that eventually ooze from licking Id go to the vet but it's an outside cat that will only let you pet him but not pick him up He was born in my yard with his brother?

This could be a serious problem.
Call the vet, explain the situation, and ask them what to do. If you get an appointment or some other notification that you can bring him in, follow their advice.
A suggested way is to try to trap the cat in a carrier. Offer him food in there or lure him in with a toy. Have a towel lining the bottom. Make sure it is a durable plastic carrier. Once he is inside all the way, shut and latch the door.
He may cry, yowl, and hiss, but do not let that deter you. This is for the cat's good.
If you want to offer minimum stress, feed him inside the carrier for a few days prior. You can also buy cat-scent in a bottle that can calm cats.
Load the carrier in your car and play quiet, relaxing music for the drive to the vet's office. Try to drive smoothly.
Once you arrive, have the vet take a look at the cat.
