It is recommended to consult a veterinarian as soon as possible & never to make your own diagnosis, or ask for one online. They cannot see and examine your dog in person & thus cannot give a good diagnosis.
You can get possible diagnoses online, however that does not substitute an examination & diagnosis made by a professional, in this case a vet / veterinarian ( Synonymous to animal specialist or animal doctor ) in person.
To answer some possibilities as to why your dog is biting her tail till it bleeds. Your dog could have fleas, ticks, parasitic mites, mange, (skin disease caused by parasitic mites) certain skin diseases, a skin infection or a combination of one ( or more ) of the aforementioned & in some cases stress or obsessive compulsive behaviour can be a factor as well. Other possibilities that are not included here can be existent as well. Infections caused by the biting or by other means are still dangerous and can be lethal, even if there is no sign of an infection, the other mentioned possibilities can hold risks for infections or other complications that are dangerous as well.
What you can do yourself before going to the vet (and you should go to the vet) is cleaning the wound (s) with very warm water on a clean cloth, & additionally using good dilute antibacterial soap ( dilute antibacterial soap for people is fine too as long as you take the steps that I will mention later ) or chlorhexidene shampoo.. If you're using soap, then let the soap sit in the area for a few minutes and then rinse it off with another clean cloth with very warm water on it until you no longer get soap, & then dry the tail well.
After this you can apply betadine solution which you can find at a pharmacy if you don't have some at home. Betadine solution is harmless to your dog, so it is fine if she licks it. Do this cleaning and disinfecting two times a day or at least once daily. You can also ask your vet to shave the hair off her tail to make it easier to clean and disinfect. If she keeps biting her tail you can ask your vet for preventive measures that can be taken to keep her from biting her tail until her wounds are healed & or the complication have disappeared.

∙ 14y agoThe most common reason for a dog to lick their paws until they bleed is because they are itchy, caused by some allergy. It could be an outdoor allergy, such as grass or pollen. It could be an indoor allergy due to chemicals on carpet, such as new carpet, recently cleaned carpets or possibly the floor cleaner used on hard floors. It is usually something the dogs feet come in contact with when they are itching that bad. I would put an antibiotic/itch relief ointment (human type is fine) in between the toes and pads about three times a day and cover it with a sock. If you are unable to figure out what is causing the allergy and/or it doesn't clear please see your vet. The constant itching can drive your dog crazy!

How can you stop dog biting out tail?

First, examine the tail to see if there is something wrong with it, such as a flea bite or other irritant/injury, that could possibly be causing your dog to bite the area. If there is a flea bite, treat your dog and home for fleas, including a flea prevention product. Most dogs will stop biting at fleas at this point, however some dogs are allergic to fleas and continue to itch or bite the area. Two of my dogs have flea allergy dermaitis and I have had success using a hydocortisone spray from petco w/ aloe vera. If your dog's tail is not injured aside from the dog's biting, then it is a behavioral problem. Make sure your dog gets at least 30-45 minutes of walking and 15-30 minutes of playtime each day. Then he ought to be too tired to bite his tail. If he still bites his tail, sit in front of him with a really yummy treat and dangle it in the air til he stops biting his tail. Then give him a piece of the treat. It should be yummy enough that he doesn't go back to biting his tail but instead fixates on you. Praise him and treat him for not biting his tail and if possible teach him an accepted behavior such as sit or down. then when he is biting his tail, get the treat and ask for the new accepted behavior i. e. Sit. Do this 1-2 times every day, for 5 min, for a least 21 days. Eventually, you won't need the treat and he will stop biting and just sit. Good luck!
