For humans, the testicles are pretty much at the base of the penis, so maybe a dog's penis is partially hidden inside. Kinda like a root, the testicles are actually at the base for the dog, we just can't see the whole penis. A kitten can get pregnant the very first time she goes into heat, at 5-6 months is what I've always been told by my vets. If you don't want her to get pregnant, you should definitely get her spayed when she's old enough. Even if she's a strictly indoor cat, she can still (and probably will) escape outside when she goes into heat.
When male cats are first neutered they still have the sac that used to hold their testicles. This will slowly shrivel up and it will look as if they have a penis with no testicles. (although cat penises don't really look like penises anyhow, they are more like a lump of fur if not erect.)
my vet told me to look for the "2 holes" under the tail. If you can put a finger width between the two, then it should be a male. If close together, is is a female. He said no scientific evidence to that but in his practice of 30 years, it usually worked out that way. I figured out the gender of my 5 kittens at age 2 weeks and I was right with every one of them!
