I wish your question had more detail, but I am guessing that you have an old cat and the vet has recommended that you provide sub-cutaneous fluids? This is usually prescribed when an animal has a condition that affects the kidneys, and it is to combat dehydration. A dehydrated animal feels very sick and really suffers, so you need to do something to help them alleviate this. If the kidneys are not working well, you can make them feel a lot better with fluids. In some cases, a cat can have a good quality of life if kept hydrated. However, if there are other issues and the cat is very sick, this may not be enough. You have to find out from your vet.
If you mean should you give a cat something to drink, YES! Always give an animal water and don't withhold water to bring the end of life. It's very cruel. I wish I had a better idea of what you are asking.
