Yes, kittens should be neutered.

An intact tom is more likely to spray urine in the house (to mark his territory), roam long distances outdoors and fight with other cats. This can increase his risk of injury/death due to a road accident or infected wound, as well as diseases such as FIV (which is primarily transmitted by bites sustained due to fighting).

An unspayed queen, if allowed to roam outdoors, will get pregnant and give you the responsibility (and cost) of caring for a litter of young kittens and finding them good homes. It is possible for her to have birth complications which can present you with very expensive vet bills or even result in her death. As with the tom, she will also benefit from reduced risk of disease (including cancers) if spayed.

Both males and females, unless they are fixed, contribute to the growing problem of unwanted cats in shelters, which may be euthanised if homes cannot be found for them.

Therefore, unless you are a breeder, it is always a good idea to neuter your cat.
