The difference is many years of selective breeding for specific abilities. Dogs with certain personalities, certain bodies, smelling capabilites etc. have been chosen to be used as police dogs. Wild dogs have lived because of the "survival of the fittest". Wild dogs and police dogs have different attributes but the way they have developed is entirely different.
